This appears to be a deficiency in the container within which the "Ubuntu LTS: 
Build" phase is performed; the ssh-keygen command is missing. The Azure data 
source in cloud-init has relied on this command for quite some time; there were 
just no tests that actually ran the command. This merge adds several tests that 
confirm the code uses that command correctly to get the desired results.
