you could use at least parts of this module, since it lets you write a pretty
much free-form config…
however, a lot has changed with Puppetserver:

in the past couple of companies i've worked where we used cloud-init & puppet,
we've mostly used a combination of `runcmd` and, puppet itself (either `puppet
apply`, or `puppet agent`) to setup puppetserver.
