Yes, only thing verboten in Fedora packaging is starting daemons in %post,
but giving reasonable defaults is a GoodThing.
If some user population doesn't like our defaults, they can still change it.

No, since we decided sqlite is not good for Nova[1] we should make
other components of Openstack consistent and use mysql by default.
