Hi,

F16 was shipped with the updates-testing repo enabled.  This makes
creating JEOS images a real pain, as some of the packages may come from
updates-testing until fedora-release is updated.

When making a JEOS for F16, I'd recommend

yum -y update fedora-release

This will install the proper yum repos without updates-testing enabled.

This can be followed by any necessary JEOS operations.
