I don't think it makes sense as a spin, since it's just an application. The 
most typical use case would be as an OpenStack Networking (the project formerly 
known as Quantum) plugin. In this way, it can control virtual and physical 
switches and orchestrate OpenStack Networking across them. Now, you can do more 
than this with Ryu, but this is likely the first way most people will use it 
and come into contact with it.
