#114: Update fedora/memcached in Docker Registry

I recently sent some patches for fedora/memcached that were accepted
upstream in order to enable some features in use for Fedora Server. I need
the official fedora/memcached image on the Docker Registry to be updated
and built with these changes. (Specifically, the patch allows me to
specify certain configuration values as docker environment variables).
