This upgrade is now complete. We have some testing and mopping up left
to do but all user-facing services should be back to normal. Please let
me know if you find something that is newly broken.
Early in the window some active network connections were reset. Other
than that there was no cloud-vps service interruption that I know of,
apart from the api downtimes.

The upgrade will take a couple of hours. During the upgrade
process, Horizon (and associated OpenStack APIs) will be disabled.

Toolforge and existing VMs should be largely unaffected if all goes
well -- there may be some service interruption if we encounter
networking issues.
