[This is a repost in case anyone didn't catch my original message]
Adding a new language is mainly just adding a new option to the
language select on the login page. After adding the
messages.ru.properties file, change the HTML like so
(where the 'new language' comment is):

<select name="language">
<option value=""></option> <!-- when this blank option is
selected,
browser's default language will be used -->
<option value="en"><fmt:message
key="label.lang.english"/></option>
<option value="ja"><fmt:message

key="label.lang.russian"/></option>
</select>
</div>
