Chip, The instructions on https://cwiki.apache.org/confluence/display/CLOUDSTACK/Building+with+Maven should be accurate. Please note that you have to specifiy a prerelease name on the waf commandline.
First make sure the dependencies are alright, then run the waf command under the "Building RPM packages" header.
