Steps to Reproduce:
================
1. Click on "Network" on the left menu.
2. Click on "Add Guest Network" on the Top Right Corner.
3. Select a VPC dependent network offering from the list of options displayed
by the drop down menu. Click on Create.
4. Observe the Failure in creation of the network.
