This appears to be a modified version of the sample configuration that's in the 
upstread Debian package for dnsmasq.

The upstream package itself is GPLv2/GPLv3. I touched base with the author 
(Simon Kelley) to see if he considered the sample configuration file to be 
copyrighted and under the GPL. He has kindly replied that he considers the 
sample configuration public domain, and we are "welcome to use it as required."

I'll attach the email to this ticket, but we should be able to consider this 
definitively legal to use.
