So according to Rohit's comment above about updating the nonoss patch to 
revert/include vhd-util, the procedure to install this manually is not required 
if you are using a non-oss build, only if you are building yourself from code 
or using some Apache CS provided build. Correct?

Also, it is stated you must do this "during management server installation." 
Could you please say where exactly in the documented procedure this would be 
done -- at what step? Usually things have to be done in a certain order.
