Yes, the docs are accurate. AWSAPI  is only available on fresh installs - not 
for upgrades from older versions of CS 

Reason for this I think is, for upgrdes, installation scripts lack the 
necessary fixes needed to install awsapi webapp under existing tomcat of older 
CS deployments.

I *think* that if we add a step to install the awsapi package in the release 
notes (upgrade section [1]), then it would work just fine.  Am I missing 
something folks?
