If you see my initial comment, it says that this should work with all supported 
load balancers. We need to normalize and abstract the configuration details 
specific to HA proxy, NetScaler, F5 etc to CloudStack notion of health monitor 
policy. Its only at agent/resource layer it CloudStack health monotor policy 
translates to specific configuration as per the device.
