The Documentation landing page
(http://incubator.apache.org/cloudstack/docs/en-US/index.html) lacks the site
navbar, and the API Reference is not listed. Therefore, it's difficult to find
the API Reference if you look for it at the Documentation page. It's reasonable
to expect that people will look there for it.
