RestoreVirtualMachine api action not shown in UI.
We have 2 apis in Cloudstack - restoreVirtualMachine and recoverVirtualMachine.
But we show actions for only one of them in the UI actions. We should have one
for restoreVirtualMachine api and call it "Reset vm" on the UI.
Restore action can happen while VMs are in the Running and Stopped state and
can be done by root admin /domain-admin and users.
