I agree that transparency and awareness about bug reports is very
important, but probably not everybody on -dev is interested in
any change to any issue, so just sending out the important
notifications to -dev and allowing people to add themselves as
watchers to a JIRA issue if they are interested in particular ones
could reduce the number of uninteresting mails for most people.
I still favor having jira message going to a separate list as was
proposed a while back..
