CloudStack permits to create several networks of the same name and the same
VLAD ID in the same Advanced zone, if their IP subnets are different.
This makes it hard to distinguish between networks while adding a new VM
instance. Also it caused two DHCP servers (Virtual Routers) to be placed in the
same VLAN.
