Description:
We need to modify the build to generate the LICENSE and NOTICE files, using the
latest changes from the Apache Whisker project.
We also need to ensure that the manually completed change to resolve
CLOUDSTACK-697 is included in the 4.1.0 fix.
was:As noted in the release vote for 4.0.0-incubating, the LICENSE and NOTICE
files include the legal info for non-source dependencies. We need to clearly
indicate which items are for the binary package contents vs the official source
release artifact.
