When deploying a virtual machine, the API allows a user to deploy VM on one of
the tiers as well as a shared network. The UI doesn't allow this functionality.
This feature needs to be enabled in UI.
Use Case: Users might want to deploy all of their VM of a multi-tier app and
receive a monitoring service via a Shared Network provided by the provider.
