When you fix a defect and commit is done on Master, mark the defect as resolved. When you actually check it ( validate it) on Master builds, then close it. Commit doesn't really mean defect is fixed. Please do update ticket with test - i.e manual or automated unit or functional test.
Sanjay, I checked this defect https://issues.apache.org/jira/browse/CLOUDSTACK-819 and got concerned as it doesn't have any validation results before closing. Sorry, do not mean to pick on it but this one is closed most recently hence giving this as an example.
