Yes, if you see http://bugs.cloudstack.org/browse/CS-13374
The timezone on an entity represented when they were created, deleted/removed
for GMT+0 timezone. Account is also an entry in database, created timestamp in
account represents when this account was "created".
So, with that you can calculate time in your localtime. Hope this helps.
