I updated the instructions with what the correct URLs should be, but in doing so I've found that the artifact names are listed as apache-cloudstack-4.0.1-incubating-incubating-src.tar.bz2 instead of apache-cloudstack-4.0.1-incubating-src.tar.bz2. I'd rather us not release with a double "-incubating". Joe, can you please rename then and restart the release VOTE? -chip
