We already have https://issues.apache.org/jira/browse/CLOUDSTACK-212 For contributing code to ASF CloudStack, please use org.apache.cloudstack, for example a plugin writer can you their own namespace and packages, but if they contribute it to CloudStack they should use o.a.c.
