The fix is to simply ignore NPEs in DBCreator, as during runtime the hardcoded
db.properties file would be available but while development we're explicitly
passing the file with its full path, so Transaction object gets created and
then with init with the path supplied to DBCreator. If there is an error in
that, script runner and other methods will complain.
Changed fix version to 4.1 as bug is on 4.1, affects deploydb and I think it
should be fixed in 4.1.
