Are you sure cloud-setup-management worked after 4.1 installation?

You should execute "cloudstack-setup-management" from 4.1 CloudStack onwards. 
They have changed this during packaging.

In order to make the management server up,  after installing MS I have modified 
the below:

chmod 755 -> 
/usr/share/cloudstack-management/webapps/client/WEB-INF/classes/scripts/vm/systemvm/injectkeys.sh

Also, please check the below.

lrwxrwxrwx. 1 root root     44 Feb  7 13:46 server.xml -> 
/etc/cloudstack/management/server-nonssl.xml
lrwxrwxrwx. 1 root root     46 Feb  7 13:46 tomcat6.conf -> 
/etc/cloudstack/management/tomcat6-nonssl.conf

If it is still pointing to  /etc/cloud/management, then it won't work.
