CLOUDSTACK-1265: /etc/init.d/dnsmasq puts pid in /var/run/dnsmasq/dnsmasq.pid
logrotate checks /var/run/dnsmasq.pid instead and may not send SIGUSR2 to
dnsmasq to start writing to the new log file instead
