The Linux cgroup io controllers are generally horrible. Probably better than nothing, but that's why I was thinking that if the primary storage provides QoS it could do it. Or perhaps a user wants to install an alternative cgroup controller like BetterLinux modules. Then use the libvirt one as a fallback.
