We have 2 servers with cloudstack lastest version (4.0.x)  
Server1: (4* Intel Xeon E7520 1.86 GHz Quad Core , 96 GB Ram and 4 TB HDD) 
Server2: ( 2 * Intel Xeon E5620 2.4 GHz ,32 GB RAM and 4 TB HDD). 
 
Server1 : (management and host) 
 
1).We have installed Management server  
2).Using KVM service  as a cloud agent - Planned to use 1st host also 
 
server2: (only host) 
 
1). Planning to use 2nd host only - Installed agent only, same as kvm 
 
Problem : 
 
We have created service offering such as 
500MHz-512MB,1GHz-1GB,2GHz-2GB,2GHz-4GB-2Core and 4GHz-8GB-4Core like that. 
 
While creating new instance it is accepting up to 1GHZ-1GB service offering 
only. Instance is not accepting more then 1GHz cpu and 1GB Ram, also giving 
error such as "Unable to create a deployment for 
VM[User|41e6b39d-3d82-4709-975e-4ff25ce1425c] "

Note: Right now we are using server1 as both Management server and Host.
