Create a domain under root , say "test"
Create a admin user for this domain "test" , santest
Create a regular user for this domain "test",santest-user1
As this domain admin user santest , create a account specific shared network
for account "santest-user1".
This operation succeeds and we are able to create a shared network.
Expected Behavior:
Domain admin should not be allowed to create shared network.
