Alt tags and tooltips are completely different entities on its own . The alt 
tags have only been used for wizards like zone wizard where the idea was to 
give a brief description of the fields since the tooltips cannot be 
accommodated there due to space and design constraints. The tooltips have 
currently been implemented only for forms-dialog boxes and checkboxes . I guess 
we should be ok with the current design . Assigning it to Brian in case he 
thinks we could think about removing alt tags completely else we'll mark it as 
"won't fix" .
