Resolution: Duplicate
Root cause "In the event payload for action events currently there is no
details on the entity and its UUID details on which the action event generated.
I will fix the payload to have the entity details at least for the Account,
Domain, User which are needed for Region's feature" is same as the bug 1673.
resolving as duplicate.
