The correct way to reset existing reservation should always be when guestvmcidr 
and the network cidr are same.
Even though the admin is expected to be aware of such ambiguous cases, 
resetting the reservation could be a costly affair.
The fix would require making sure reservation/reset reservation does not occur 
when startip and endip of guestvmcidr and network cidr are exactly same.
