IPV6 - UI - createnetwork - We are not allowed to create a IPV6 network
(wikthout IPV4 parameters).
Create a IPV6 shared network without passing any IPV4 parameters like , ipv4
gateway , ipv4 netmask, ipv4 startip and ipv4 endIp.
UI does not allow this action and prompts users to add all the ipv4v parameters
as required parameters.
User should be allowed to create a PV6 network (without IPV4 parameters).
