Afraid not, there is an enhancement to have this happen and/or enable one-time passwords for user accounts so they change them on first login. http://bugs.cloudstack.org/browse/CS-15012 (private for some reason) http://bugs.cloud.com/show_bug.cgi?id=8893 (same bug - mirrored) Today one has to change the user password only through the admin interface.
