VM metadata missing on Virtual Router

Hi,

I am trying to get the metadata using curl 
http://<virtual_router_ip>/latest/local-ipv4 
<http://%3Cvirtual_router_ip%3E/latest/local-ipv6> from the instance 
provisioned in cloudstack. I get a 404 error. When I check 
<virtual_router_ip> under /var/www/html/metadata, I do not see any 
directory for the VM. Can Imanually populate it?
