The problem is solved, thanks the following link http://www.cloudstack.org/forum/5-installation/9874-console-proxy-stuck-at-starting.html I did the same, I also did not fine any error message in my manager server. I log in to mysql database, cloud-->vm_instance and update stopping status to "stopped" and restart my cloud-manager and log in to Cloud UI and found my console is properly stopped and then I can run it, now everything is OK.
