Nope, PXE boot load image from remote pc(or centerl image).

Most PXE Boot systems enable you to create a PXE Boot Image, you can then 
upload the ISO to CloudStack and boot from that.

Deploying from an ISO, via cloudstack, is effectively booting an 
'empty'/OS-less vm. Is there something specific you want to do after booting a 
vm with no OS?
