With CDROM it is correct, but this is virtual world ;) Why system should get exclusive lock on file for read-only purposes?
But this problem is not with lock on iso's source file, but with libvirt, which can't create two storage pools from the same source. An iso is an iso. So if you're using the iso with one VM, it's attached and locked by that process. If you try to use it on another VM, it's unable to get a lock on it, thus not able to attach it or use it. Think of an iso as sticking a CD into your server to install it. With one CD, you can only install one server at a time.
