Did you preinstall system vm template onto secondary storage, before adding secondary storage into cloudstack? See http://download.cloud.com/releases/3.0.0/CloudStack3.0.0-3.0.2QuickInstallGuide.pdf, page 20 and 21, section " Prepare the System VM Template ".
