A closer look seems to show that there is no proxy information being passed in 
the command line for the sec storage VM.  The management server is configured 
with the proxy, and it has been restarted, but doesn't seem to pass the 
information into the start request for the sec storage VM.

Running Cloudstack 3.0.2. I've set that global setting, restarted the 
management server, and destroyed the secondary storage VM... but it still isn't 
using the proxy server.

What can I do please?

There is a global configuration 'secstorage.proxy'. Try it out.

Is it possible to configure the Secondary Storage VM to use a proxy server for 
accessing the internet please?

I'm trying to find the best way to set it up in a secure environment where 
direct internet access will not be allowed.
