Current status is that the 4.0.0-incubating release is being voted on by the IPMC. The vote started on Tuesday, and it will end on Friday (assuming no problems are found that require the vote to be restarted). Then there's another 24 hours to give mirrors a chance to catch up, etc. The "official" release date - assuming all goes well - will be Tuesday next week.
