Thanks all for the replies. Just to let folks know that in the end I worked 
around this by writing a python script which polls the management server for a 
list of VMs and IPs, and dynamically updates any missing entries in our 
existing DNS servers. So far it's working well.

Currently it does not work that way.  A DHCP server is deployed per network.

For the guest IP. Infrastructure in this environment is open to debate...

What I was hoping was that any one virtual router would just resolve any 
allocated IP for any network, but it doesn't seem to work that way.

It really depends on your DNS infrastructure. Because of the dependency on the 
datacenter DNS infrastructure, CloudStack has shied away from an out-of-the-box 
solution.
That's not to deny that it is a real problem. It should be solved, but there 
are several approaches, each of which is optimal for certain styles of DNS 
infrastructure.
