When you Register a Template as an Admin toucan flag it as Public, this will make it available to all users.
If you set 'allow.public.user.templates' to true this allows anyone to publish Public Templates, we always advise against this. A malicious user could upload a template with malicious code, which could then used by other users. Public Templates are copied to every Secondary Storage volume in the Zone, so if everyone Registered their Templates as Public, you could run out of space.
