This is possibly more to do with running XenServer inside ESXi, than CloudStack 
itself.

However, make sure that theESXi vSwitches and port groups connected to the 
XenServer(s) are set to 'accept' promiscuous mode traffic, and that if you're 
using advanced networking, that the ESXi port groups connected to XenServer 
interfaces carrying tagged VLAN traffic are set to 'VLAN ID: ALL (4095)'
