You could use pmacct [http://www.pmacct.net/] to collect netflow data from your routers/switches and achieve similar functionality. However CloudStack wouldn't know how to talk to pmacct to fetch the usage data. Feel free to suggest a pmacct integration on the dev list / JIRA
