Also take a look at the Cloudmonkey page https://cwiki.apache.org/CLOUDSTACK/cloudstack-cloudmonkey-cli.html When we build clouds, we effectively do so without using the GUI, we do it all using the API, and are now adopting Cloudmonkey as our preferred scripting engine.
