Absolutely . It doesn't make much sense to compare these two tools . Cloudmonkey gives you the power to execute the API calls through CLI with its brilliant auto complete feature . Puppet as rightly pointed out is used for configuring and managing numerous nodes together and lets the system administrators manage the infrastructure.
