Absolutely . It doesn't make much sense to compare these two tools . 
Cloudmonkey gives you the power to execute the API calls through CLI with its 
brilliant auto complete feature . Puppet as rightly pointed out is  used for 
configuring  and managing numerous nodes together and lets the system 
administrators manage the infrastructure.

Puppet and CloudMonkey are two very different tools, so there's not much to 
compare. CloudMonkey is purely a CloudStack API CLI, and puppet i a 
configuratin management tool.
