Can you clarify what you mean by non-admin please.

When you add the NetScaler to CloudStack you have to give CloudStack an admin 
logon to the NetScaler for CloudStack to be able to configure it. However after 
that non-admin users of CloudStack can use the NetScaler for EIP and ELB 
without any kind of logon to the NetScaler at all.

You wouldn't want non-admins to be able to configure interfaces, virtual IPs 
and virtual servers on a shared NetScaler.

Try nonoss rpm's or build. NetScaler is part of nonoss.
If you run into issues please send the log on the dev and users list.
