Hi Paul, You can use the VPC Private Gateway feature to route traffic, it's one of the nice features of VPC but not very well documented yet, I need to find time to contribute some better docs on it.
Setup the VPC Private Gateway (as a Root Admin), setup the Static Routers on the VPC, then ensure the equipment at the other end has Routes to point back to the CIDRs of the VPC Tiers.
